HOAP helps low-income families help themselves. HOAP is a non-profit organization empowering families (with children under 12) who are currently renting their residence. Together with the community, HOAP makes it possible for working families living below the poverty line to own their own homes.
Eligible low-income families can benefit from:
• A non-repayable down payment on a home.
• A link to volunteers and supplies to upgrade the home (the families also contribute 500 hours in kind service to the home improvement).
• An improved lifestyle and atmosphere for the children.
• Pride of ownership.
HOAP is delivered by CHAG (Community Homeownership Action Group) which became incorporated in October 2003. However, it has arose out of considerable reflection and planning by a grassroots coalition prior to that date. Starting with the release of a report on Homelessness in the spring of 1998, and a Community Action Plan "One Step Forward" in 2000, it was determined that increased supply of safe and affordable housing was the number one priority in Nipissing District. In 2001, CHAG was formed by active participants in various Social Justice Committees of churches around North Bay. CHAG has become incorporated, they have facilitated focus groups and orientations for families of low income, developed cooperative support systems, raised money, produced a Business Plan and collected tools and materials. Most significantly CHAG has formed contractual strategic partnerships with a cross section of community agencies each committed to the vision of families with young children living on low-incomes to become stabilized and secure in their own homes.
In 2005, the following accomplishments were made. We undertook to review and amend our Strategic Plan with the assistance of an Affordable Housing Specialist, Ed Starr, of Social Housing Strategy Consultants. We reformed our model to include the HOAP Partners. To date we have enlisted 8 additional partners each with a variety of expertise and connections to the community.
In 2006, we had pre-selected two qualifying families and embarked on our first home renovation with the family in the North Bay community. Re-construction of this house began on the closing date of the fall to bring the house up to health and safety standards appropriate for a family with a disabled child. All the upgrades, including materials purchased, were completed with grants, donations, and forgivable loans rose by CHAG.
Since our first home in 2006, CHAG has worked with an additional 7 families to achieve the goal of homeownership. It is a testament to the value of the organizations contributions to families and the communities of Nipissing District that all of the partners who entered into the HOAP partnership continue to support our goals in meaningful ways.
